Is there a way to rearrange your build queue?

If not, is there a mod?

Only way is to cancel and re-build in the original game.

There are mods though using "crafting queue" as keyword from the portal :

Can't recommend any in particular, haven't used, but there seem to be different way of rearanging, i just avoid handcrafting as much as possible that's another one

If you're talking about your personal build queue, then I'd suggest that you're making the game more difficult and annoying than it should be. If you have that much stuff that you're crafting by hand, consider automating making those things!

Just to warn you, hand crafting speed modules and low-density structures will take a very, VERY long time. I suggest automating everything to speed up the process substantially.
