[1.1.94] Unable to handshake update server [solved?]

I am running Windows 7. Steam has decided to end support for it, and due to a recent update I am unable to launch or log into Steam (unresponsive black rectangle due to WebGL stuff). Therefore, I am playing the standalone exe of the latest version of Factorio (v1.1.94)
It asks me to log in, and I do. Every time I launch the game, it then says it fails to handshake the update server.:

I do not use a firewall, and there are no notifications in Event ViewerChecking for updates failed: Download failed (schannel: next InitializeSecurityContext failed: SEC_E_ILLEGAL_MESSAGE (0x80090326) - This error usually occurs when a fatal SSL/TLS alert is received (e.g. handshake failed). More detail may be available in the Windows System event log.)
