userVerificationMissing

Hey all
I am hosting a server for a few friends but for some reason he cannot join.
This is a fresh server unzipped from the zip downloaded from the factotio.com site.
I just copied the mods to the new mods folder from a backup.
For some reason it doesn't allow my friend to join with a UserVerificationMissing error.
While me and another friend can just join.
can someone explain and or help with what is going on?
