[IR3] Polluted Steam Fissure's Depletion Cycle?

According to the in-game manifesto, "fissures are cyclic: their rate of output decreases until it reaches a minimum, at which point it bursts back at full strength again."

Anyone have more detailed information on this? What is the minimum? How fast does it deplete?

I'm considering setting up infrastructure for the average output of a fissure, instead of the maximum output. Precise numbers would help.
