switch setup(zip)-steam

Hello. I have a factorio that I installed on my "c disk" with setup beforehand. Then I installed it on my "d disk" via steam. When I open the game on Steam, it sees my mods without any problems. So I think the configpath is correct as it should be.
but "shortcut-bar" and "my mod settings" are default.
What I don't understand is that if the config path redirection was wrong, it shouldn't have seen my mods and saved games either. But just like I said "shortcut-bar" and "my mod settings" look different.
note: I did not delete the config cfg file and did not make any changes.
