I have dozens of solar panels and multiple power accumulators, but my solar panels aren't producing 60 kW (full daylight); they're producing only 22.8 KW at full daylight.

I've tried deleting my steam engines and rearranging the solar panels, but they doesn't work 100% no matter where I put them.

I'm using the current mods:

Noxys Waterfill, made by Noxy, version 0.4.4
Air Filtering, made by Schorty, version 0.8.3

Can someone help me to solve this issue?

At some time, you froze the daytime, and it was at a moment night was falling, precisely when solar panels output 22.8kW.
I loaded your game with extension editor, and unfroze daytime, and solar panels got back to standard behaviour.
