[1.1.76] Server is not joinable sometimes. Sometimes it is.

After setting up my server on Windows 11 in headless mode, I noticed when starting the server, noone of me or my friends can join.
After using /quit waiting 10 sec and starting it again it somehow boots the same but now ev can play on it.
(When the server works there is a ping of about 30ms ). I cannot find the issue or a fix for it. I did port forward the pc. even tried with static IP.
This problem occur every time I start the pc and the server starts via autostart and sometime random when starting the bat myself.
