[v1.1.74] Shift-Click not working in Limited Chest Slots

Hello,
I have limited some slots in a chest, eg. Steel Chest, so the inserter can't fill these. But I also cannot Shift+Click or Control+Click to fill them manually; I have to transfer each stack by hand which can be a bit nerve-wracking. Is this intended or indeed a bug?
