Reset the counter, how?

This is a diagram of how to produce a certain number of resources.
How to implement this through blocking the tape, reading the number of resources that have passed through it? It will be necessary to reset the counter of resources passed through the tape every time.
How it works: 1st combinator is a memory cell. which can be reset by a constant combinator. 2nd - enter the desired quantity that should be in the box, and then go to the tape. 3rd - for the light bulb. Green when loading is working, red when there are no signals and unloading is working.
