[1.1.69] Low steam storage alerts trigger even when steam cloud sync is disabled

I have had steam synchronization turned off for years and use my own save distribution/sync mechanism. My current saves are roughly double what is allowed on steam.
Factorio recently started giving low steam storage alerts on every startup even when steam cloud sync is disabled. I can't find an obvious way to disable this.
Ideally, I feel that when Factorio queries the steam cloud storage state at startup it should also check if cloud sync is enabled before posting an alert.
