Have problem in sandbox mode. After confrim all cheats and spawn my guy i cant place waterpump at water.
Its bug or what?

You need to have at least 2x3 rectangle of water for an "offshore pump" to be placed, if it's too small or there is not straight coast it won't work, maybe this is the problem ?

The pump itself requires 2 tiles one that will be on the water and one on the ground.

With the ALT view active one should see green boxes near the shore to represent the area where you can place pump, alongside natural large bodies of water , there must be plenty of them.

I can place pump everywhere on ground, but cant fit it to lake.
In normal game it works fine, but in sandbox i cant.

That is not a water pump, that is a fluid pipe for moving fluid through your pipes faster. Look through the second tab of the crafting menu for the correct one - in english it is called the Offshore Pump.
