[1.1.61] Low FPS in last weeks (with normal UPS)

Currently I have 10 FPS - can't play(
UPS is normal (60)
I saw the same situation a month ago. Rebooting computer and restarting Factorio solved the problem. I played several times after this and everything was fine.
But last week I noticed this problem again and can't solve it with restarts or anything else.
I'm not sure what was previous version I played and not sure if it is related to game updates
Problem reproduced on existing save and on fresh game start (with all mods disabled), even on splash screen.
Also when starting the game and looking as splash screen - I see 50% CPU comsumption (not sure how it was previously and if it is related to FPS, see consumption screenshot).
All graphics settings are reduced to minimal values according to recommendations found in FAQ - but it doesn't effect FPS at all
My setup:
OS: Linux Mint 20.3 (Luna)
CPU: Intel(R) Core(TM) i7-3770 CPU @ 3.40GHz (with integrated graphics card Intel® HD Graphics 4000)
RAM: 4 * 8Gb DDR3 (1600 MT/s)
I know - my PC is not very good, but two weeks ago everything was fine and game was playable!
Factorio is the only game I've been playing last years, please help me bring it back!
