[1.1.59][Win11] Game freezes when opening/moving a maximized window in front of it

Sorry for the convoluted title, but it is the best one I could come up with regarding this issue.
Anyhow, as the title suggests the game freezes after a few seconds when moving or opening a maximized window in front of the game. The music keeps playing, but everything else stops.
No sound effects while attempting to move or use shortcuts on the keyboard. No reaction to mouse inputs. Alt + F4 doesn't work. Alt + Tab won't wake the game up either. Pretty much any of the "common" methods to break an application out of a deadlock doesn't work, the game has to be terminated via the taskmanager.
This happens regardless of mods being loaded or not, I can reproduce this with or without mods.
System Specs:
AMD Ryzen 5 3600X
Nvidia GTX 1660 Super
32 GB DDR4 3200
Windows 11 (22000.613)
Other logs look exactly the same, except for additional entries that get logged by other actions.
