Are you logged in with your Factorio or Steam account? The mod portal is only available in paid versions.

What mod? Were you accessing it from the mod portal website, the in-game mod browser, the single player "sync mods" dialog, ot the multiplayer "sync mods" dialog?

Hello, I play on a steam license, and my entire mod library is not loading. When connecting to the game without a downloaded mod, it writes an error that such a modification was not found and offers to start the game without it or exit.
