Artillery shells not revealing darkest fog of war

I recently fired many artillery shells and some of them did not reveal new territory, except for the tile in which the shell lands. It seems to happen when many shells are fired at once to reveal a lot of land. I have attached a save file. The bug can be reproduced by using an artillery remote to draw a line of fire at the top of the map.
