Allow fuel usage bar to move to new line instead of shrinking

TL;DR
Set a minimum size for the fuel usage bar in entities with a burner and push it to another line if it surpasses this.
What ?

I believe crafting entities may already use this method for their crafting progress bar.
Why ?
Because this is hard to read/see:

it just doesn't appear to be a real concern for vanilla.. so, low priority
