I hope these 2 screenshots will explain reasons for Polish players complains.

This chart shows comparison of Factorio's price in EUR and PLN converted to EUR since the beginning of Polish region:

  • EUR/PLN exchange rates history found on stooq.com, I used weekly interval

No, you get perpetual license for a one time payment. That was always the case and is not different for any other vendor including gog, what you get is a personal license that cannot be sold or given away. The only thing new is that they word it more clearly now.
