The water's fuel energy comes from green house and carbon-dioxide has fuel energy from coke purification:

Here is possible to add "black list" as black filter for all fluids with "water", "oxide" or "oxyde". One of this recipe needs a lot of time, but the second one has another ingredient with fuel value.

What do the numbers look like if you only include recipes that consume fluid 1 and yield combustible 2?

Do you end up not applying a fuel value to fluids that probably should have one?

Logically, the other ingredients in the recipes with multiple items contributed the fuel value to the final item.
