Alternative suggestion: add filters to provider chests instead. If a robot has an item to dump, i.e. no requester-request, it will insert it first in a matching provider chest instead of a storage chest. This would be much more useful, because the item stays available to the logistic network.
The sorting functionality can be added to a storage chest by placing filter inserters around it; not very good, but working.

At first: sorry for the real bad english :/
I think the idea is an aktive requester chest and a passive requester chest - the active gets from everythere, the passive only from storage boxes (or from the Network if no available aktive requester chest is there.)
It's the thing, that if you have for example iron plates in the inventory and don't want to have them so giving it away to the Network, then it's better to bring them to the first part of the production from ths plates. So the plates in the passive requester chest can be used first for other productions and the real production for the plates theirselfe can stop for the time (it's not needed, if ther are some in the "storage".
Same with everything else - if there is something in the sorage why there should run the production of the same thing?

What a coincidence. I was just about to suggest the very same idea. Thanks for merging!

Because the devs are of the opinion that it isn't needed.

It's a common enough request which shows that people disagree with that.
People also request boats a lot, doesn't mean they are necessary to enjoy/finish the game
I think Rseding91 also made a post detailing why chest filters would be bad for performance since it is additional entity data and has to be checked every time a chest is interacted with (which in my opinion is a valid reason for not implementing it), but I can't find the post right now.

Well stack filter inserters weren't needed to beat the game either
Can't argue with performance though.

I believe you'll be able to do most of the stuff you want with buffer chests in 0.16 as well.
