Thanks for the report, fixed for 0.13.2
As TruePikachu correctly assumed, we have changed compile toolchain between 0.12 and 0.13, and even though there was an attempt to use XP platform toolset, there was one piece missing, which made the binary not work on XP.
Windows XP is not actively supported in a sense that we don't test the game on Windows XP, but if bug from XP is reported we will put some effort into fixing it.
