Maybe it's been a while since you started a factory from scratch? Because my experience is that up until I finished research, I was always short of advanced circuits, and the thing behind my advanced circuit shortage was mainly lack of plastics because of gas shortages.
The main drains on advanced circuits were blue science packs and modules. I mostly needed the modules in mass quantities for power-armor related stuff. Once I had finished research and completely upgraded my power armor 2, advanced circuit demand and thus plastic demand fell off.

You even don't need combinators. Just connect all you tanks with gas, light oil and heavy oil using colored wires with two pumps that transfer light and heavy oil into cracking refineries. Set light oil pump the condition to work if there is more light oil than gas and same for heavy oil. So the cracking process will work only if you have lack of gas.
This is how I've been running my oil, and it's worked beautifully. Just connect everything up, crack H->L when there's more H than L, and crack L->PG when there's more L than PG. As a bonus, it means you don't have to go set thresholds anywhere. I have additional logic that starts doing PG->solid fuel if PG is full and heavy is almost empty, and also to make sure I use light oil to make solid fuel if i just need SF for something (unless light oil is low AND I have more than 2x PG than light oil, in which case use PG). Hours of hands-off operation.

Why then you don't turn off the HO->LO cracking instead? It is possible with combinators as AND gate - "turn on cracking when HO > 1000 AND HO < PG" or even better "turn on cracking when Lub > 1000 AND HO < PG".

oh i forgot to mention that i'm using bobs mods so heavy oil has MANY MANY great uses but light oil is still mediocre at best
also shortly after getting fuel research i immediatly start turning light oil into fuel blocks because their is literally nothing else to do with it :/ in bobs mods theirs a few tiny uses but thats about it... and after switching to full electric i just don't know what to do with it besides turn it into petroleum
