If only there was a way that you could take the most spoiled items out of a chest.
If you see such fluctuations then chests will be regularly emptied, which means that order doesn't matter at all.
And no real way to solve it other then giving each machine its own chest and move items if the chest has enough items for 2 crafts and the other item in the other chest also has enough.
There is always another way. For example belt buffers with overconsumption or bots swarm if you love chests.

Fluctuations are there but they dont fluctuate every minute there are times where it is stable and then it swings the other way. Its a % game. On average a cointoss will come out just as many times heads as tails, yet you can have 100heads in a row.
So the chest would be emptied but at that time all the items will be nearly spoiled or all gone which then causes the problem on the other side.
Bots are terrible for quality, they dont have the option of spoiled or fresh first so they just go for the most spoiled item first.
