Funny how yo use this argument when factorio is exactly type of game for ones who's having fun optimizing. The type of game where optimizing and having fun are not opposites.

It is not fixed in 2.0.30 - it just makes it more likely for recyclers to stack based on what they have.
Either do the chest combinator stack inserter setup; or add more belts to handle unstacked capacity. If recyclers handled it for you there is a UPS cost to that as well, so it is not like the chest setup is going to be much more UPS intensive.
TS didn't suggest for a recycler to output stacked items. So chest-combinator setup is still needed if you want a belt of stacked items.
TS suggested item eject prioritization based on their amount in a recycler's inventory. So one overclocked with beacons recycler would be able to eject on a belt. Now it stops overloaded with smth wires, it's ejecting gears one by one. That fix would be perfectly reasonable and wouldn't contradict spirit of the game.
What update did, I think, it just changed that fixed priority, so gears are ejected first. Priority list is based on probability of getting an item. It's already made a recycler to stack more efficiently, so idea of improving this is for devs' liking.
But a single overclocked recycler still stops and don't saturate a belt (eject not-stacked items). It should, if you give a machine ability to unload on a belt directly. And if the idea of TS was impelented it would.
