[2.1.11] Bots Dispatch for Impossible Item Request Jobs

1. I ran an upgrade planner from Assembly Machine 2s to Assembly Machine 3s with all 4 module slots filled, but had no Assembly Machine 3s.
2. Bots continuously tried to dispatch to fulfill the module item request despite being unable to
3. I expected bots to not try to fulfill an item request for an inventory that does not (yet) exist. Similarly to how they respond to ghost entity item requests.
4. Seems to happen always, Found the bug in a heavily modded game with modded entities, stripped down to vanilla to verify it was engine behavior rather than modded behavior.
Bots constantly dispatch to try to place item requests even if the item request cannot be fulfilled due to the target entity lacking the inventory to accept.
This is demonstrated in the attached save using both personal bots and base bots.
The assembly machine 2 has 2 module slots and has been upgrade planned to an assembly 3 with 4 module slots. There are no Assembly 3 machines available, but there are modules available.
