I'm certainly not the authority on this, but I have two opinions:
Measure by output: If it produces 1k spm or 1 rpm, your choice, it's a megabase. By this rule, you need 1k spm. Simple, and easy to justify, but if you use this rule with Pyanadon's — well, all I can say is "good luck".

Measure by input: I believe it's generally agreed that the smallest vanilla megabase produces 1 rpm, and that takes 16.5 belts of ores (44.6k/min) as input. A 1k spm 5dim base needs 13.5 belts (58.2k/min). By this rule, you need 767 spm (if you're counting items) or 1222 spm (if you're counting belts). Maybe fairer, but easier to cheese: Is that the most efficient possible way to turn iron ore into iron plate? I think so, but who cares? 13.5 belts is 13.5 belts, regardless of how efficiently I'm turning that into science. It also means that you could technically run a "megabase" in IR simply by pumping 16 belts of ores straight into incinerators.
