Issues with RSO 1.5.6

Replaces resource spawning system, so that the distances between resources are much bigger. Railway is needed then.

I wasn't planning on increase in %-ages directly. Only the actual well amount for now.
%-age should be increasing right now when you are travelling outwards from center.
