[Suggestions] return the character tab when in a vehicle

FFF#363 mentions the removal of the character tab in the inventory since all components it has can be accessed from elsewhere
However, if you are inside of a vehicle the character tab is the only way to access player armor, ammo and see information on player armor (battery), especially inside a vehicle with grids
If removed we will have to leave the vehicle to rearrange armour modules, which is annoying since in lategame it is common to run builder bot armour sets inside a spidetron with legs, so we should be able to use the tab in a vehicle.

No. tool bar while in vehicle includes character and vehicle so there is no issue there. viewtopic.php?p=520190#p520190
