I have a video and a save demonstrating this just now with modded walls and green biters, but I first noticed it back in May with vanilla walls and red biters. Additionally, even on the modded versions nothing related to biter attack or hitbox or wall hitbox have been changed, which I confirmed with the prototype inspector. Nor does SqueakThrough or any similar mod appear on the "mod chains" for biters or the walls.

I'm pretty sure they are supposed to do this. At least the behemoths are.
I'm not sure if it's intended they can reach through walls but I know they have a range they can attack from and that range allows them to attack through layers of walls.
So, it's kind of "how they work" and I don't see it changing; especially this close to 1.0 being released. Since their balance has been created over the years with them working this way.
So, with that in mind i'm going to move this to "not a bug" until some point in the future someone decides they want to go tinkering with biter balance again
