[kovarex] Tooltip delay does not reset timer for next entity hovered upon

The tooltip delay for entities does not reset the timer when hovering from one entity to the next. Therefore it does not prevent rapid flickering of tooltips when driving by train.

The flickering tooltip effect while driving a train is not removed by this fix; it is still present in the current version 1.1.33.
Settings (tooltip / entity tooltip delay : 100 / 200 ms)
