Thanks for the report however I'm going to say this isn't going to be fixed.
The fluid logic "works" for the most part. It doesn't have any preference for a given direction over another however the order you build pipes can effect fluid flow.
This may all change at some point in the future but for now we're not going to spend any time on this.
