[kovarex] [0.16.24] Pririty-Splitter not putting items on empty lane

No mods used.

I just stumbled upon a splitter issue: a splitter has one input belt with two full lanes and two output belts. The output belt with priority is blocked completely, the one without priority however just gets items on one of its lanes.
It can be fixed by:
- rebuilding the input belt
- rebuilding the blocked output belt
- disabling and enabling the priority
- probably more methods

Not a new bug, however, one I thought had been fixed.

Maybe it is already fixed but just for new splitters? This one was probably set to be a priority splitter in 16.20.

Yes, activating the splitter seems to unblock it.
If you find a way to reproduce it again in 0.16.26, let me know.
