I had to reinstall my laptop (due to repairs where they flashed a factory image onto my laptop), and after reinstalling factorio I noticed that all my local blueprints were gone.
I tried the same thing with my desktop, but it didn't sync to my laptop either.
Why aren't blueprints and blueprint books that are stored locally sync'ed over steam?

Implemented as an option in Settings->Other for 0.17.56. Steam Cloud Sync needs to be enabled for the library to be actually synchronized if the option is enabled.
