I searched through the changelogs but couldn't find the change, so I guess it is unintentional. Pumps now pump 12000 fluid/second. In 0.14 they did 30/second, then all fluids got multiplied by 10, so 300/second. Then the only change to pump speed I can find in the changelogs is the 4x speed. So it should be 1200/second. The pumping speed is ridiculous now, you can move a tank to another tank in a little over 2 seconds.
There used to be a typo in the description of the pump saying it did 200/second. But now it's 200/tick, maybe just a coincidence?

Hmm, you are right. Commit that added the changelog line "Increased the pump pumping speed 4 times" changed pumping speed from 5 to 200 and it used to be 0.5 in 0.12
I'll let kovarex decide if we should keep it this way or not.

the math works out properly if you think on it in this sense:
the changelog was version .15.0 when fluids were multiplied by 10, then this note, by 4 going from 5->50->200
the question just remains as to whether it should continue to be this high or not.

I also think the pumping speed is too high. Also the entire rail tanker and barreled oil should be rebalanced. Also why on earth is a rail tanker heavier than a rail car full of steel, or a rail car full of barrels of oil. Especially if the rail car full of barrelled oil actually holds more oil than the rail tanker? (I haven't played for a few weeks, so possibly I've missed some changes).
Personally I think a rail tanker should hold around 50%-90% as much fluid as a tank, rather than 300%. So with 3 separate tanks, each tank on a rail tanker should be about 4000-8000 for a total capacity of 12000-24000. And that should take somewhere around 5 seconds to fill even with 3 pumps. (As an aside I'd like to suggest setting starting pumping speeds lower, and adding technologies to increase pump speed, so initially it might take 10-15 seconds to fill a tanker, but at max tech that might reduce to 1.5 seconds). A full rail tanker should also hold at least as much if not more oil than rail car full of barrelled oil. (That might mean changing how much fluid a barrel holds and/or barrel stack size). A rail car full of barreled oil should weigh about the same as a full rail tanker.
So I'd suggest something like.
Tank holds 25000 fluid.
Rail tanker 3x7200 = 21600 total fluid.
Pumps move 1800 fluid/s (so 3 pumps fill a rail tanker in 4 seconds)
Oil barrels hold 50 fluid and stack 10 per stack, so a rail car holds a max of 20000 oil in barrels.
(You would probably also want to tweak the manufacturing cost of a rail tanker, since it no longer holds 3 tanks worth of fluid).

I would say that it is fine, the limiting factors are the pipes anyway.
