[2.0.21] Tile blueprints cannot be normal placed with water under south east tile

Tile blueprints do not work if the SouthEast corner of the blueprint is not placed over Ground or Landfill. Dragging my Floor blueprint across the map leaves some "holes" in the North-West corner of lakes, because the SouthEast-most corner of the Blueprint does not touch Ground. Placing over another blueprint which includes Landfill in this corner leads to Stone Path being placed ONLY on the Landfill (as-expected). Holding down Shift- or Ctrl-Shift will add Landfill wherever necessary; however this is not desired as I am going for a "natural" look around lakes, not abrupt square transitions between Land/Sea. Using Stone Bricks in-cursor (not a Blueprint or Ctrl-C) and drag-placing over the land does work, but requires me to increase the Brush Size to 32 to match the Blueprint, and this does not Align to the grid I have chosen.

What did you do?
- Create a "Landfill-corners" blueprint which is aligned to a 64x64 grid

- Create a "Floor" blueprint consisting of Tiles (Stone Path, in this example), aligned to a 32x32 grid

- Click to place the "Landfill-corners" blueprint over a large body of Water
- Click to place the "Floor" blueprint 4X, once in each corner of the Landfill-corners blueprint

What happened?
- Stone brick Ghosts are placed in 3/4 of the corners

What did you expect to happen instead? It might be obvious to you, but do it anyway!
- The Stone bricks would cover ALL Ground and landfill tiles

Does it happen always, once, or sometimes?
Any time that the South-East-most corner of the Floor blueprint is occupied by Water.
