[2.0.19] Alt + Mouse Wheel Up/Down keybind priority issue.

I didn't have this issue in 2.0.15 and earlier since I was staying on the stable releases. Now there are 4 experimentals and I was wanting some of the new features (quickbar icons and quality buttons instead of dropdown that weren't in stable yet). Finally decided to join the experimental releases. Now I'm having this keybind issue problem. Probably gonna get classified as a non-a-bug and won't-fix but thought I'd bring it up anyways.

I have Alt+Mouse Wheel Up/Down bound to both increase/decrease tile build area. Had that since...I don't even know how long. Factorio 0.12? The default Alt+ Plus/Minus was too slow. Anyways Factorio now has that keybind combo assigned to increase/decrease quality. Which is fine and until today it was never a problem. Hell it might not even have been a keybind in 2.0.15 and before. Never tried it/noticed it.

So I updated to 2.0.19 and the problem immediately appeared within 20 seconds on aquillo. While trying to ghost place tiles the quality keybind takes priority over the build area one. Since tile stuff can't be placed in the world with quality it doesn't make any sense for the quality keybind to take priority over the build area one.

Took me a while to figure out what was wrong. I heard the sound effect but nothing was happening. Thought the build area was broken at first since the ghost tile doesn't show the quality level of the tile....you know since they are built without quality. Soon as I opened my inventory I saw "epic" concrete ghost held in the cursor. Sure enough. alt scrolling the mouse cycled the qualities instead of changing the tile build area as I was expecting.

Like I said it is a keybind conflict that is easily resolved. I just moved the quality to the alt + Plus/Minus. But since I have no idea if this particular quality keybind existed before or not I figured it was worth mentioning this possible regression.
