[2.0.14] Damage ignoring nearby construction robots/repair packs, dispatching from far away (pics/save included)

I'm playing a deathworld and started using artillery not long ago, so nonstop things getting damaged and being repaired. However, something strange started happening with the roboports. I've noticed the roboports nearest the constant damage, have completely filled up on their own with bots and repair packs (not through scheduling), and when something gets damaged right next to the roboport, the bots are completely idle, while bots from across the base need to fly over there with repair packs to fix the problem, adding needless delay, allowing additional stuff to get damaged/destroyed, and then depositing the repair packs and remaining in the roboport over there.
Perhaps the roboport is in some bugged state? Perhaps something is wrong with the logic to dispatch them? I'm not sure the cause of this, but something doesn't seem right.
