[2.0.15] Platform state stuck when deleting platform with starter package on the way then reviving

If you delete a platform while a starter package gets transported and then later undo the deletion, the platform will stay in that 'starter package is on the way' state without the platform ever being created or being able to send up another starter package to actually build it.
