I've noticed that this stopped working with update 2.0.11
When I revert to v2.0.10 it still works fine.

It works now! It was fixed in v1.0.11 of MAE.

Any idea if this would work with a headless dedicated server? Would the server need any change or just the clients connecting to it using this would be enough?

Nope.

The logic is entirely client-side, so clients need to run it.

I can confirm that Modded Achievement Enabler still works in Factorio version 2.0.23!
