Please add the changelog.txt to https://github.com/wube/factorio-data/. This would allow me to automatically grab the changelog whenever it updates, instead of having to grab it from the private repository or a forum post.

Sure, seems reasonable.
I'll add the changelog in future versions, I'm not going to rewrite history to add it to already included ones.
