Has Mod Autodownload actually been implemented

I was wondering if it has actually been implemented. It is on the roadmap for 0.16, but I have not seen it in the change-log anywhere, and my (albeit simple) testing has not shown that it has been implemented.
Was it possibly misplaced? or is it reassigned or is something else amiss or am I just missing something?

We are still at the early versions of 0.16. Autodownload of 0.16 may come sooner than you think, maybe ven be mentioned in tomorrows FFF.

indeed, the issue is that it was moved to implemented but not actually implemented (in current available releases) or announced as such anywhere that I could find. I am attempting to see IF it was announced anywhere that I am missing, which is why I brought it back up here.
