allow replacing belts with splitters

It is already possible to put boiler over pipes, pipes over pumps (and the opposite) so why not allowing putting splitters over belts?
In this way you don't need to dismantle existing belts in order to split them.

I found that the "fast-replaceable-group" property of the entity should allow it but I'm not sure if it is allowed to have more than one group there (ie: splitter and transport belts).

Anyway, it should be in \data\base\prototypes\entity\entities.lua line 563

This would not be good, I sometime upgrade my belts and I definitely don't want to remove splitters by accidents. Btw. it would be really nice to have also some upgrade tool for constructing robots, which would allow you to select buildings and replace say yellow belts for red ones, or assembling machines for better ones (which is much less needed).

One of the little annoying things is having to remove a piece of belt to place a splitter in. This game has many intelligent features, fast replace, drag-and-drop, etc. This fits well with them.

Costs: Only the current autoreplacement needs to be extended for that a bit.

Useful further extensions:
- also replaceable for underground belts: Just place underground belt entry, and if you place then then immediately an exit, the belts and items between are autoremoved.
- replacement of pipes with underground pipes.
