surface.upgrade_area{}

I'd like an upgrade_area{force=..., area=..., player=..., skip_fog_of_war=..., plan=...} method.

Plan can be a LuaItem of type upgrade planner, or a dictionary with key-value pairs of {["entity"]= "upgraded-entity"}
