On-Load and when-caught-up

Something in the API that can be access when a player connects but has not yet joined would be useful.

Would help with desyncs and excessively long catch-up times when running a small 24/7 headless server that has a large base or 3 on it.

What I imagine:
Player connects to server
Downloads map
Server can be configured to either pause the game until they are caught up, or could be used to reduce game speed.

This is generally handled among friends by manually pausing if one of us is already in the server. But the first load-in can be pretty rough
