TL;DR
Placed landfill is ugly. Placed landfill stays ugly. Landfill should over time change to grass (or whatever is appropriate).
What ?
In real life landfill overgrows with (at first) grass. Why not in Factorio.
Why ?
Placed landfill is ugly ugly.

Bio Industries allows you to fertilize the ground, which will turn tiles like dirt, landfill etc. to grass. You can also plant trees in various ways (using seeds directly, using seedbombs with yor rocket launcher, or using terraformer buildings), which have a very small chance to grow on barren ground types but will grow on fertile/fertilized ground.

Why not ...
Because memory and CPU time spent on bookkeeping which tiles need to be changed to grass and applying the change is not worth it. Also in Factorio, one does not simply change one thing to another, it needs to have an animation or "morph" nicely making the whole thing even more complicated. And lastly, in the future, we might allow landfill tiles to be mined. If they look like grass (even if it is still different tile type), it might be confusing why some tiles can be mined, and why others can't
