Scenario handling: add new tab to mods.

TL;DR
Referring to viewtopic.php?f=189&t=88508
Add a fourth tab to mods-screen, namely “scenarios”, which links directly to the “start new scenario” screen.
What?
For those mods which adds a scenario, they are also listed in a scenario tab.
Why?
Add transparency to the game.
Cool suggestion: Eatable MOUSE-pointers.
