Factorio restarts twice when syncing server mods

When entering a server with mods, the game reluanches twice:
Once after downloading, and once again after "Setting startup options" (I dont remember the exact wording, I hope you get the idea)
Could it be changed to just one restart?

The title is very misleading, it makes me think about server side mods which can never be a thing with the way Factorio MP works.
A better title would be "reduce restarts syncing mods with server".

As for syncing mods and settings in one restart, tt feels unpolished to restart the whole game twice just to connect to a new server and should be mended before 1.0.

I think it would be easier to find find in code with the text, so here it is:

For me this falls into the same category that the game needs to restart for new version and for updating mods...

Not quite. While it would be nice to update mods and factorio at once Mods often become incompatible with updated game versions from api or base prototype changes.
Incompatibility is not a concern when syncing mods and settings to an already running server. The server wouldn't have started if there was a problem like an invalid prototype.
