Welcome message after entering the server

TL;DR

I suggest the possibility of defining a welcome message on the server.

What ?

1. Simple version: When someone enters the server in the console, the message defined in server-settings.json would appear
2. Best version: When someone enters the server, a modal would appear. The content would be defined in server-settings.json in html format (or path to the html file). At the bottom would be a checkbox with the option not show anymore. Once selected, the modal would no longer appear. If the player would like to approach her again, he would click [Esc] and there would be "Welcome message" in the menu which would display the modal again. It's good that the modal supports html + css. Javascript wouldn't be needed though, why not? If not html then maybe markdown?

Why ?

To present the rules on the server. Eg how to get building permissions. Url for teamspeak, forum, website, etc.
