[0.18.x] Technology Price multiplier maximum ?!?!

Hello,

if you create a new game you can set the "Price multipler" for the "Technology" in a range from 1 to 1.000 !

But i want to set the value to over 1,000 so i thing this is a bug.

What is the reason why 1,000 should be the limit?
