Change amount of pollution due burned fuel

TL;DR

Change amount of pollution due burned fuel in boiler and furnaces

What ?

Depending on the fuel, decrease the amount of pollution. Wood is max, nuclear fuel is 0.

Why ?

Motivation to use other fuel than coal in boiler.

On the other hand, IIRC Bob's "carbon" (processed from coal) only pollutes 90% or so...
