Default zoom level on 4k resolution is distant

When using F9 to reset the zoom level or initially loading a save game the zoom level is quite distant, when playing this on a 2k monitor in previous patches I never had a problem with this so I assume this is because of the increased resolution, I would have expected the UI scaling option to also set the default zoom level or a separate option to do so.

f9 just resets the game to zoom 1, which is 'pixel perfect'
